Hongkong 6th September, 1899.

With reference to your letter of the 29th ultimo, I am directed to inform you that this Government has no control over the district which is at present in military occupation. I am to add, however, that no complaints have yet been received from the inhabitants of the leased territory, who appear, on the contrary, to be grateful for the protection afforded them by the British Government.
